Why would 2 games running on roughly the same engine, with the same models, and same content look significantly different on both consoles (read: one being better, not differences in the way the two render like lighting)

I agree it's probably a partial runtime, either all cutscenes or all gameplay. I just don't see how you got that conclusion though. How do you know they took the most direct route? I know big gamers that take the least direct route 90% of the time. I know a couple people that played through CoD4 and took days to beat it.

Power and feature wise they are pretty much evenly matched for things that should be in the box (with the exception of HDD). This doesn't change that at all.
The next GTA probably won't be out till after the next Xbox is released. That's exactly why M$ did it that way. Because DVD works fine RIGHT NOW. It may not be the reason for the GTA game, but games do get pushed back when one version falls behind. PS3 has already caused the majority of the delays for rage.
All the GTAs on PS2 were GTA3. That's the reason GTA5 probably won't be out till next gen.

I blame them for the MGO beta because sony should have better support for it's developers on PSN. If they did, Konami wouldn't have had to support it itself.

Sev, non-sony development doesn't make the actual thing more ambitious in the fact that it can't get released. There is zero reason Home shouldn't at least be partially out by now. It's the equivalent of waiting to release WoW until after BC was finished.

It really isn't. They could have had a working version of home out now, and then worked on adding features and extra content later.
I have seen nothing out of home that makes me believe it should take this long to get a product that's releasable. They should at least have an in game XMB by now.
